Clayton County Board of Commissioners Core Responsibilities
Managing County Property: Overseeing the use, maintenance, purchase, and sale of land and buildings owned by the county.
Setting Taxes: Determining tax rates for the county in accordance with state laws, to generate funds for county services.
Infrastructure Management: Planning, constructing, and maintaining roads, bridges, and ferries within the county.
Financial Oversight: Reviewing the county's financial records, approving budgets, and ensuring taxpayer money is spent responsibly.
Addressing Claims Against the County: Investigating and resolving lawsuits, disputes, or financial claims made against the county government.
Monitoring County Officials: Auditing the financial records of officers who handle county funds to make sure they act lawfully and responsibly.
Appointing Minor Officials: Hiring for various county positions as needed, when those positions don't require a public election.
Additional Powers & Duties
Managing Jails: Overseeing the operation of county jails and detention centers, ensuring they follow state laws.
Supporting County Employees: The power to contribute to employee benefits like health insurance plans.
Funding Education: Authorizing expenses for county officials and employees to attend training or conferences that benefit the county.
Land Use Planning (Zoning): Creating plans and regulations for how land can be used and developed within the county.
Holding Bond Elections: Calling for public votes on whether to issue bonds (a type of loan) to fund county projects.
Serving as Probate Judge (if needed): Filling in this role if the official probate judge is unable to perform their duties.
Enacting General Ordinances: Passing laws that apply to the whole county as long as they fit within the Constitution and state law.
Specific Regulatory & Management Powers
Setting Business Regulations: Creating licensing and regulations for businesses operating outside of city limits in the county.
Establishing Board Rules: Creating rules for how the Board of Commissioners itself operates.
Punishing Violations of County Rules: Setting fines or other penalties for people who break county regulations (zoning, building codes, etc.).
Managing County Facilities: Setting rules and guidelines for public use of county parks, pools, and other community spaces.
Fire Safety: Creating fire prevention and safety regulations for the county.
Regulating Signs and Structures: Determining rules about the types of signs, fences, or other structures that can be built on or near roadways in the county.
Addressing Public Order Issues: Passing regulations to prevent disturbances like loitering, drunkenness, and disorderly conduct, to maintain peace in the county.
Providing Transportation for County Business: Deciding how to provide vehicles or transportation reimbursement for county officials and employees traveling on county business.
Animal Control: Creating rules for pet ownership and management of stray animals in the county.
Other Duties Granted by Law: Handling any other responsibilities that state law gives to county commissioners.
